Define "bad". It really depends on whether or not you want the windshield to crack.

The temp was 24F here (in florida) this morning. I had ice on my windshield, and honestly didn't know how to get it off. I was in a hurry, so didn't think to go get warm water. I didn't want to use one of the random metal tools laying around, because I thought I'd scratch the glass. Ran water over it from the hose, thinking the water would then blow off. Opened the gate, got in the car, and the water had already refrozen. It blew my mind, I had never seen anything freeze that quickly before.
There was a guy up here in the news a year or so ago who was pouring warm water on his windshield to thaw it out. Unfortunately he lived on a hill and all the water ran down onto the road creating a big old slick mess. There was like four accidents caused by this guy before they blocked the road off.
