Sure, but if it isn't an illegal drug, law enforcement is totally going to let it slide. And never mind that grandma can't see past the hood of the car and can't remember which foot goes on the brake. Old people vote more often than young people do, and you can bet they write their legislators more often too. If anyone proposes making it harder for old people to keep their licenses, the gray lobby like AARP will unleash their power like a gigantic dump truck full of used Depends.
