Edit: On a serious note, I'd stay away from the L word. You want her to know that you care for her, and will be there for her whenever she needs you, then that is great and you should say just that. But if she really is stressed and going through the rough time, I doubt she needs the added stress of an Ex-BF comming back to say he loves her.
If you do tell her you still care, and she wants you back, she'll make it known - then telling her you love her will be more appropriate. The goal is to be caring without appearing needy. Make her feel like you are there because she needs you, and not the other way around.
