Domokun was a mascot for the 10th anniversary of NHK BS2 broadcasting in Japan. Don't question it, just accept it.
I saw a couple of the Domokun ads while I was in Japan. Seeing stuff like that on TV reminds me that stuff over there just doesn't make sense in a linear fashion all the time. But that's quite all right with me because on it's own merit, it's quite entertaining.

Nobody in Japan would dare admit to being "otaku". If they would, they'd be laughed at. But over here it's a badge of honor for dorks. They'll never understand Japan and it's culture as they only focus on cartoons, video games, and the like. Dumbasses.

And if you search there are about 100 different domo-kun sites out there. I used to have a great pic of him in front of a couple of FD's! We just always laughed at the pix. You'd be amazed how many there are involving imports and Domo. Anyway, that's my little contribution to this thread. Laterz.
