I should? Presuming I'm at fault, otherwise I call up an attorney and go after whoever hit me. Whats funny is this often happens even when the other person has insurance anyways.
you pay either way, give the insurance company your money every month or save it and pay when something happens. I prefer the latter. I never said insurance should not be available, I just think it shouldnt be a requirement.
Apparently even in the states that supposedly require insurance you can actually post a 10,000-50,000 dollar bond instead of paying insurance, just proof of financial responsibility.

If you're crippled in a crash your insurance will pay for your care until you die.
Sueing the other person will net you exactly jack squat, since he likely will be as enlightened as you and won't have insurance either.
Sueing someone with $100 in the bank won't take you very far.

In florida you have 2 options than almost every one uses the first.
1. Normal insurance, PIP
2. A bond totaling the amount of the state minimum insurance ($10,000) requierment.
I have neither but I have only been driving my car on the street for about 2 weeks. I got a valid tag but my insurance expired 1 week after I got my tag for my car that is why i was able to get a tag cause I did have insurance. but now I got to renew and im going with allstate I want some good insurance.

I've only heard good things about State Farm, however, but in my area it's hard as hell to sign up with them, as they've really restricted the number of new clients they're allowed to sign up.

In Miami. Hardly anyone has insurance. Its one of the worst cities for non-insured motorists.
I will not drive there. I will pass through on the interstate but aviod the surface roads at all costs.

I've never heard anyone describe Allstate as 'good insurance', but maybe that's just me.
