The difficulty with a vaccine for a virus such as HIV is that it is constantly mutating and changing. HIV in one individual may be completely different strain than in another. That is one reason why the drug therapy stops working and therapy has to be changed.
Same reason why you may still get the flu even though you were vaccinated against it for that year. We vaccinate for the prevalent strain for the year but it does not mean that others aren't there to infect you. Same with the HIV virus. They are trying to develop a vaccine for the most prevalent strain but it won't take care of all strains of the virus.

If their is a silver cloud with HIV it is the fact that it has zero survival rate outside of humans and bodily fluids. In fact, it will not survive long even in a drop of blood sitting on a counter top. It is a very fragile virus because it has a protein coating and without the coating which it loses outside of bodily fluids, it dies immediately.

There are hookers in africa who are immune to the virus since they were exposed to it all their lives and actually built up an immunity against it.
Why would they need volunteers without aids to test the antivirus?
