Probably because each seat license for PDS is $25,000/year. Not to mention the initial cost of the software and the oracle database to mange it. It is a SMART graphical interface program.

And I bet any 6-year old genius can master the software. An average adult shmuck would probably take a year to learn how to draw a tic-tac-toe board.
