Rx-7 timing issues

I have a 1988 non turbo RX-7 I cannot get the 2nd trailing ignitor to fire right. I've replaced the ignitor as well as the cylinoid. It still will not fire as the rest do mAking it impossible to time out. My idle also fluctuates between 1,000 and 1,500 rpm's and I think this is do to the ignitor not firing correctly. If anyone can help me that would be great.

Are the plug wires in good condition? What is the resistance reading on them? Have you checked to see if the plug sparks when connected to the plug wire and held against the engine block instead of screwed into place?

The plug wires appear to be new. They look In Good condition. The plug does spark on the block but doesnt seem to spark like it should. I haven't checked the Resistance because I don't have a gauge. When I hook the timing light up to the wire it barely lights and the other three light normal.

so now I have replaced the ECU and still no changes. Does anyone have any ideas?
