RPM during smog inspection spikes

Hi,
I have been to 2 different smog inspection stations.
1.) First one pulled the RPM signal off the battery and said they couldn't get a good reading.
2.) Second station pulled RPM signal off the spark plug wire and said that when the fan kicked on, the idle RPM that they read went from 800 to 3300, even though it wasn't actually doing that.
I need to get this bad boy smogged any quick ideas/fixes?

With special sensors, there is a pulse in the electric system and can read the ignition pulses. The rotary has 2 different pulses for leading and trailing so it doesn't work well on our cars.
