Rebuild Issues - Other causes of coolant over pressurize?

Hi Guys, Im a bit of a lurker here dont post hence the 1st post count but i seek your wisdom.
[Short story]
I've had problems with my car over heating due to the coolant system over pressurizing (eliminated Everything outside of the engine internals, caps,pipes etc) Failed the champers test miserably. Took the engine out and broke it open now I was expecting to find part of the casting broken away on one of the plates.. Now they are all intact and so were the seals! However the seals were gunked black in various positions.
Could these be leaking despite being structuraly sound? or are there other causes of these symptoms other than waterseal failure perhaps the turbo pack?
Any advise would be swell!
