Need Help Blown Engine

All right guys and gals, I need guidance in a real bad way. The other day I was going down I-40 and downshifted into 4th to pass somebody. When I was about to shift into 5th, I lost all power and the engine started running rough. I pulled over and tried to pull out again. The car had very little power and sounded like a Volkswagen bug sputtering. I had to have it towed back. After I made it home I tried to test the compression but the motor locked up before I could. I can't even turn it by hand "using a 2ft breaker bar" either direction.



Here is my setup. Apexi RX-6 Kit, upgraded intercooler, motor was a fresh rebuild with only 15k on it, Power-FC, stock injectors (rebuild by Merran injection), stock fuel system running boost between 10 to 15psi.



I know my fuel system is a weak point but I thought I was running in a safe zone.



I need a bullet proof engine built by a pro. I want to be able to push safely 18-20psi after I upgrade my fuel system. Daily driving somewhere around 10-15psi. Can any body direct me to somebody who knows what they're doing? Any recommendations on the engine setup I need. Keep in mind I'm in an area that checks emissions yearly. Please don't recommend Atkins Rotary. I'm trying to get them to warranty my motor. It's out of warranty by 4 months. I'm waiting to hear back from the owner but the other guys there won't stand behind it.
