My Gas Gauge Won't Read A Full Tank Of Gas?

I installed a new fuel filter a couple weeks ago. I just filled up the tank today for the first time since then and it only reads 3/4 of a tank on my gauge. Could this be because I maybe messed up and have a fuel leak back there? or is this just no big deal....
also, my car won't hit 3k rpm anymore when i start it. It struggles and begins to slowly rise to 2k with obvious struggle. It goes over 3k rmp when i'm driving and besides my hose problem, drives ok...I do have a vacuum leak i know of because i can hear it and my boost only hits 4psi on the first turbo, i'm hesitant to go high enough to let the second kick in. Anyway, i'm doing my hoses in two weeks as soon as the gaskets come in. Any ideas on this problem?

The gauge thing has nothing to do withthe filter, it's either the sender in the tank, or the gauge. When I fill my car it does'nt go to full, it goes in the middle of 3/4 and full.
as far as the other problems, it may not be the cause but the fuel filter does have an "IN and "OUT", if you have it reversed, pressure and volume of fuel to the engine will be reduced.

check the float. it's a piece of ****. mine came off after spirted driving. you have to take the fuel pump out and make sure the float is still on there or it's not apart. it kind of snaps on together and if part of it comes off it won't read full. k

You don't want your motor spinning up to 3K rpm on startup anyway. That's where probably 75-90% of your motor's wear and tear occurs; the oil hasn't heated up to proper temps, so it isn't getting to the parts that need it, and other parts have improper clearances (either too tight or loose) due to metal contraction/expansion since the motor is cold. The only reason the 3K startup is there is to warm up the cats to proper operating temps (to please the EPA pipe-sniffers).
The vacuum/boost leak you claim to have is probably the reason why it doesn't automatically go to the 3K rpm startup mode.
