Low Water Temp With Pfc?

water temp has nothing to do with boost. So it just has a boost issue and he's telling you it's because of the water temp. If it has the commander wait for about 15 minutes after getting in the car and then the water temp should be over 80C. Then boost and it will show the reading in bar you should get around .68ish for 10psi

what about the turbos
if he blew an apex seal the exhaust side is probably damaged on them
sounds about as modified as my last car minus the shocks.
honestly I would look for a stock car you dont know this guy and if he modded it correctly. If it doesnt have a warranty on the motor pass it up for sure.

Sounds like a secondary turbo problem to me. When I bought my car it did the same thing. When I removed the turbos the rear one was pretty well seized from old crusty oil build up. Of course I wouldn't call myself an expert on the twins being that I only had them on the car for about 2 months, and they never worked correctly.
Then of course there is the little problem with buying a car that has been driven around for 9000 miles with tuning for a stock motor on a side ported motor. Probably the only reason the motor isn't blown is that the turbo system is fucked. I can pretty much guarantee that the life of the motor was effected drastically. I would definitely pass on this one.
