JDM Swap, Runs, but no power, and 2600rpm idle

So I got the car running now, but it has almost no power , seems to be running extremely rich, wont make boost, and idles ablut 25-2600rpm. These symptoms ring a bell with anybody? I tried both the PFC and a JDM Stock ECU, with little difference.

Map sensor should be fine, I just replaced it about 2k miles before I blew the old motor, visible connections are fine, motor pulls about 15psi vacuum, so vacuum system should be fine.... Running rich may have just been the idle screw, which has been adjusted. Seems to help, but didn't get a chance to drive it yet. Also, my gauges aren't working, but that may be a side effect of installing the JDM cluster.

Had 3 MAP sensors, 2 know good 1 unknown, none helped. Thinking LIM gasket maybe?
