when in gear and coasting,clutch in, i get a rising idle. it surges like 500 from 900 to about 1400-1600 and falls back to 900. if i take it out of gear it will idle fine. at a stop light same thing clutch in/out makes no diff. if i put it in gear it surges. i know the clutch isnt draging and it has no other symptoms. is it the clutch switch? why does the fsm say if it has a short or open no effect will be noticed? that seems like a misprint. is there a general agreement on the switch? other options?

It could be your clutch switch.
