Car Won't Engage The Starter, Pics Included

Well im having issues as the title suggests, engines in everything under the car is finally done now im trying to figure out the last bit I need to do to the car to get it to fire up for me. Right now the starter doesn't seem to get the signal or whatever it's supposed to get from me turning the ignition to start so... yeah. Need a bit of help. Also, in the second picture im posting, where does that white plug go to? And what on earth goes in those holes near my filler neck?

i *think* your clutch switch is disconnected. it won't crank without that plugged in or grounded

already told him to check the clutch switch.. the hole in the front of the wp housing is for the water level sensor. the other hole is where someone had an aftermarket water temp sensor.

I am pretty sure the white plug in second pic is for AC. Check your engine code. My car wasn't starting too, and turn out my crank angle sensor connectors wires are burned to crisp..
