I'm in a similar boat. I'm having BIG trouble passing the emissions inspection here in NC. First time I tested, I had Apexi intake, DP, stock cat, 3" cat-back. Still running air pump (although people on another board said that it was probably bad). Ran 1453 HC's when passing is 0220. The tech who tested the car said the CAT was punched. I replaced that with the one GreyGT-C gave me (thanks dude ), and got a new (used) air pump. I also swapped out the apexi intake for the stock air box. Then went back in for retesting. This time it was even worse, 1944 HC's.

Through searching on this and the other forum, I've found a few things, I've also been told this could be a number of things.

O2 sensor.

ACV

Water temp switch

I'm definitely running pig rich. I don't have a PFC. Is there a way to test these components to see if they're operating properly? Or is just replacing them the best/only way? Or does anyone on here have a different idea? I appreciate any input regarding this, sorry to continue this thread with my problem, but it's a similar situation and maybe you guys have an idea for me that might work for him too. Thanks guys.

I got an electric smog pump from a 99 camaro, and a good cond. main cat w/ 35K if you are interested. I passed emissions here in washington with that setup. only other main difference is i have an upgraded ecu. All hoses included. let me know if you are interested. another option is getting a po box and registering your fd outside the test area. your state may not allow it though, check on dol website.

Would you sell the smog pump separately from the cat? If so, I'm interested. Let me know!

Hey Hellion, whats with calling your old-man a "fat ***" cause he wont go and check out YOUR car?

BTW: I don't have to meet emissions where I'm at in CO either

well for one i always call my dad fatass(thing between me and him) and second i am in Seattle, WA getting treatment for lung cancer and the car is in St. Louis, MO so its a bit of a challenge to check stuff myself. Anyways you guys are lucky bastards not haveing emissions. I think I have solved my problem though, I am just gonna register it under my grandaprents name cuz they live out where you don;t have to pass emissions.
