I believe that's normal. My 7 was a auto then swapped to manual. And the mechanic advised that the 1st and 2nd switched didn't need to be hooked up,but the wiring diagram showed a sometype of voltage diff. i don't remember what it was.It was a while ago, but anyways i believe the 1st and 2nd switch causes that. I put it in nuetral it's idling 900 rpms,then put it in 1st ,idle might go up a tad, vacuum drops from 16 to 18. If that's what you are talking about, i think it's norm.
It must come from under the manfold , maybe tied into the brass vac lines in there some where. ****** rats nest.

i had a problem like that. when ever i would put the car in gear it would surge and sometimes die. so i had to rev the **** outta the ting until i got going. anyways the problem turned out to be a $15 switch connected to the clutch. it lets the car know when the clutch is engaged. so if your using your cruise control, and push your clutch in the **** wont rev to 10k. so long story short, the switch is like a plunger and it has a white pole that once it makes contact with the clutch its gets pushed in. my switch was broken inside. check it out its like really easy to change. hope this helps.

I couldnt start the car untill the screw made contact wit the switch.
