The turbo control actuator opens up the secondary. If you want to find your problem you are going to have to methodically eliminate all possible problems (or just get lucky).
Mazda mechanics are not the most trustworthy on matters of these cars--not because they are liars, but because they either don't know, or don't care. I would strongly consider replacing your vacuum lines. If you are sure that the car does not transition, then your problem may be with either of the two solenoids that operate the TCA or any of their related hoses. If you are not sure, then your problem may be related to the charge relief valve. Check out these site, and see if you can come up with anything.
