almost looks like some sort of NOS/Nitrous plate.

maybe its something you can use to even out the flow of each runner on the manifold, since the front and rear does not get the same amount of air..... runners for the rear rotor flows more air, thats why some tuners add slightly more fuel to the rear rotor compared to the front

It looks like the bolts act as flow restrictions which you can adjust individually. I guess you'd have to have some benchmarking hardware to actually fully utilize something like that.
