You bet they slow you down. With no money left in your wallet after buying a set of exotic lightweight 18's you can't afford to buy gas. 
17x8 and 17x9 (offset +35 if I'm not mistaken - let me know) are mighty sweet and don't make your stock brakes look too puny by comparison. Ever see an old H-badged car with 18's? The rear drum brakes aren't much larger than a fist. Awfully lame. If you must get 18's, please for the sake of the Domokun, get a big brake upgrade.

i didn't get a big brake kit but i did get cross drilled and slotted brembros with hawk pads. I'm going to get the ss braided brake lines soon. How much can i drop it w/ 17s and w/18s, b/c I only wanted to drop it an inch or so?

Dude, the wheel diameter does not dictate how much you can drop it. Overall tire diameter does. The difference from 235/45R18 to a 275/60R18 is a crazy example. Both are 17's but guess which one might fit.
BTW, those Harts wheels aren't the best for the street. A decent hit and they'll be garbage.

also, if you wanna fit anything wider than a 7 or maybe 7.5 inch rim up front you'll need a different offset besides the stock +40mm...like 38. 225 tires will fit but barely (up front)...wider than that and you'll need a different offset.

Boy, I'd like to see you roll the FC3S rears!  They are double thick, so it takes a lot of muscle to make them budge!
Usually, 8" wide up front on 225 wide and 9" in rear on 245 or 255 wide tires.  This is the typical "safe" set-up for the FC under stock fenders.
If you are going blister kit, you can go 9" up front and 10" in rear.  Tires would be 255 up front and 285 in rear.
