The real question is how cheap are you? Do you want cheap crap or do you want to pay for a quality peace that will peform, fit and last?

cheap but decent:

hks cast manifold $320

t04 turbo (something p trim either .84-1.0 a/r exhaust) $700

hks/tial wg $350-500

homemade oil and water lines $200

custom downpipe $150

dont forget you need fuel for that bastard.....

yea thats what i figured, http://www.hksusa.com/products/?id=657 not a bad deal for the one that is meant for an internal wastegate.

any suggestions for a turbo now with an internal waste gate(more reliable) that will fit that manifold, looking to shoot around 400HP

I think its a mistake to go with an internal wastegate with a high HP goal.
