I think it's because debris on the track your on may damage your lenses causing them to shatter. The tape keeps then all together, so you don't have to clean up the track, or get new lenses.

it is the mysterious vinyl effect, ricers have been using it for years to make their car faster, basically, the more vinyl on the outside of the car, the faster it will go. some kind of drag thing I think.

I'm a member of the local light car club and by CAMS regulations (Confederation of Australian Motorsports) we have to put clear (or whatever) vinyl over the headlights when we're competing so that in case of collision, there are no little pieces of glass left on the track surface. I've officialled for events and seen the debris left after only a light collision between a mini and an embankment, so i reckon all the bits in the front of an fc would make great tyre poppers.
