surging, other than a vacuum leak

Could the timing cause the engine to surge if out far enough? I know I don't have a vacuum leak and the TPS is stabbed. Right now my timing is advanced 180* (and runs smooth @ 2000RPM). Anything less or more the engine starts to surge. Oh and I checked for codes, nothing. I set the timing per FSM...



The car is a 91 NA.



Any insight is appreciated.
