I'm pretty sure it pulls off towards the front of the car, might be tough to budge. Like I said you might have to pull the charcoal canister up and out of the way before you have enough space. There might be some kindof lip or something it locks into that I don't remember, a mirror and flash light would probably help you see what is going on under the tank, the bracket slides into the bottom of the tank and locks in somehow.
Other wise if you have a racheting wrench you can probably fit it between the tank and the bracket on the firewall to get the 10mm bolts that are used on the bracket off.

i got it off finally it was stuck pretty damn good ended up bending the bracket pulling on it so hard. it does come off to the front though. And the wiring harness is in the way too i had to cut the clip off that holds it and pull it back and secure it out of the way. My tank was coroded really bad the lines seals on the sides and top and wire connection. I had to fixs the cruise control too aparently the wires had been rubbing the fender and it had worn down to bare wire.
