Alright, we took two bolts out of my starter, top and bottom, and the bottom bolt just goes back in and spins. Is there a nut holding the bottom bolt? There's a rubber piece below it. Does that come out? And if so, is the nut up above it?

But is the nut on the outside of everything where you can see it or inside a housing?

That's the top bolt though. The bottom bolt is much too short to go all the way through, unless the owner before me really screwed with something , but it sounds like both of you are describing the top bolt.

We're thinking that might be what the last owner did. JB Welded the damn thing in place.

I said "we think" We just want to make sure there's not a loose nut up in there, because that could cause some serious damage if there is. So does anybody know if there's a nut inside, right past the starter?
