Something Is Dragging On The Floor

i was driving on the 14 north meeting up a friend of mine when all of a sudden, i feel/hear something dragging in the front. so i pull over and i see a black canister looking thing dragging on the floor on the passenger side. this is yet another problem on my 7. first my driveshaft is bad so my whole damn car vibrates in 3rd,4th, and 5th, my front diff mount is bad so i hear the clanking, and now this. anybody know what this black tubular thing hanging on my passenger side is? TIA

ok. i dont have a camera so i cant take pictures of it. let me try to explain it better.it looks a lot like a charcoal canister. it was being dragged in front of the passenger side front tire. it has 2 mounting bolts on it that looked like it was ripped off.

It is part of the secondary air injection system, the ACV (air control valve) bolts to the lower intake manifold. There is a hose that runs from the ACV, along what would be a frame rail if the chassis wasn't unibody, to the relief silencer.
I'm not sure how necessary the relief silencer assembly really is, my car still has it, but I would fix it or at least get some more opinions on what problems could occur by removing it completely.
