Shoulder Belt Problem

My passenger side seat belt works when it feels like it, but hey that's the passenger's problem. This past weekend my driver's side shoulder belt stop in the middle of the track. I do not see anything jammed in the track but it is locked there. I hear a click every once in awhile as if it is trying to engage. I called Mazda to collect up on my recall but the previous owner had 10 years earlier. Now Mazda wants to charge me $600 per seat belt. Has anyone had this problem before?
I am just about to say screw it, buy two cheap racing seats with the 4 points, and mount them to the floor. Is there a correct way that is cheap to mount the harnesses?

seat belt replacement is free at the dealerships no matter how many times it has been done in the past it is a safty haZard if those belts aren't working properly. I just did both of mine a few monthes ago bc they kept getting stuck even tho the previous owner already had the recaLl taken care of. Did both sides for free and I got paid to work on my own car LOL

OR buy some seatbelts from whoever from wherever, used, which probably got replaced at some point.
The seatbeats have a throw-lever with a weight on the tip so that when you pull it too fast, it flips up from the weight, and locks. Try pushing it back slowly in and pulling it slowly forward. Yeah they can jam, even on new cars, it happens. The lever is too close to the point (fulcrum I guess) where a slight force will activate the lock (so it's jammed and unable to fully return to the relaxed position). It's half relaxed. But hey they don't do recalls for fun so, I don't know what ***** up inside.
