Random Overboosting

I first noticed this on sunday, when my car felt like it was pulling alot harder then ususal, so i looked at my boost gauge and saw the needle hitting 19psi . So i messed with my boost controller a little bit and the problem was fixed, or so I thought.



Today, same thing happened, but the boost gauge read 16 psi. So i messed with the boost controller again, and the problem went away. So i tried to bring the problem back but it didnt work, the boost gauge went no further then 12 psi.



So my question is what could be causing this? A bad vacum line, or could the boost controller be bad?
