the problem is that the bolts go thru the pan so it needs to have some sealing to keep it from leaking around the bolts. the sealer doesnt need to go on the threads, but on the mounting surfaces

True, you can use perfect seal as a gasket material as well. As long as the silicone was run around the bolt holes on the oil pan there should be no seal problem. Perfect seal works really well when you place it on both surfaces to be sealed, then on the threads as well. Used on boats alot for water pump bolts, thermostat housings, and it should be used on all head bolts on piston engines.

It sounds like this:

GASGACINCH is by far the best gasket sealer we have found. Of all the gasket sealers we have tried on the non-metal intake manifold gaskets, this works best. It is brushed onto the surfaces and gasket you are going to join, wait till "tacky", then assemble. Works on essentially any gaskets. Supplied in 16 oz. can with brush

Yeah my brother has a can of that **** from Caterpillar. They use it on gas compressors.

I used it on the valve covers of my Trans Am, and they almost didn't come off when I tore the engine down the next year.
