Default No Boost, Intercooler Inlet Under Vaccum

I am recommissioning a Super Seven with 13b Turbo II which is very stock except for a HKS PFC F-Con and FCD, and a short 3" exhaust. The car starts and idles well, but does not respond to any throttle input. When I apply throttle, the (non-stock) inlet hose to the intercooler collapses from the vacuum and the RPMs do not change.

Any thoughts on what to look for?
