My Car Growls Now...

so i engaged my ebrake on a hill the other nite, and i pulled the ebrake a lil extra hard, and i heard a funny, snap like sound. when i got back to my car to leave, rear passenger wheel started making horrible growling sounds.
i've done some searching, and apparently my ebrake is stuck. i jacked the car up and removed the wheel to get a closer look, and i can see the break engaged. cant spin the tire.
i know others have had this problem, but i havent found a solution yet. i wd40'd the **** outta that spring thing that my ebrake line goes to, and tried to move it with my hand, but couldnt get it to budge.
i dunno crap about brakes, so if someone could please give me some explicit instructions, i'd be really grateful.
-oh and while i got your attention: i'm getting like 12mpg, not even driving hard. no vac leaks (that i can see/hear). been told most likely its my O2 sensor. i checked that out, and it looks pretty new (nice and shiny) and its connected fine afaik. oh and exhaust smells like straight gas, its running super rich, how do i tone that down abit. im avg 180-200 miles from a full tank, help~
