if I hollow out the cats I wont have the 2 psi backpressure to open the 5/6 port actuators will i

If you have the stock catback then gutting the cats wont hurt you BP enough to cause the 5/6th ports from opening...

If you're talking about the sub zero fluid connection on the UIM, nobody makes a plate. I just capped mine. You can also weld the holes shut, they are small.
