Clean the plastic like he said, I would then use a grey scotch brite to etch the plastic, you can even soak the pad in alcohol for stubborn areas. I can buy the paint in pint/quart/gallon cans and spray it with a gun, but the SEM stuff they sell in a aeresol can is pretty good. Buy a few cans, so you know the lot will be the same and you wont have a change in the shade like you might if you were to run out and have to get more cans. I dont know if I would do a clear, it might look a bit tacky all shiny like that, plus being as the plastic paint is not glossy, it wont show imperfections in either the plastic or your application of the paint. Make sure the you keep shaking the can, apply light even coats, remember multiple light coats will look better then trying to put it on too heavy. Have a heat gun/hair dryer handy to warm the can as you spray, they spray better when they are warm. Well ventilated area, and dont do it if its too cold. After its all set up, you could always put some dressing ( armor all ) on the plastic to shine it up a bit. But I would wait at least a month being as your using laquer paint.
