double check everything you have touched, you are overlooking
something. This isnt really the type of problem someone can help
you with over the internet.
If you still think the wiring is fine, then do what Mike said and
see what is wired to that fuse, unplug everything that it
powers, then put a new fuse in and plug everything back in one
by one and see if it blows when you do that.

or you can do the toaster test...jump the fuse with a big wire and see what melts :P
