high beam not working

In my 86 series 4 RX7 the high beam light on the dash is constantly on but the headlights are on low beam and im unable
to change them to high beam, when i flick the switch nothing changes, but the headlights keep making a whirring noise until i flick
the high beam switch again, what could be the problem?
