I have an 89 vert na. When ever I turn the key to on there's multiple clicking noises. The Car tries to throw a code but it's interrupted. The noises seem to come from every relay and I'm not sure how to solve this issue. I took a video to better show the problem on YouTube here's the link http://youtu.be/_cCe0kTvTCw

how old is the battery?

if it's good/strong, then check the connections at he terminals and major ground points.
