Go with the "road race" header ($134 from RB), get the correct flange ($12 from RB), and this collector ($46 from RB)
Then if you get bored of your set up, you can go dual with it for a little more $.

I would get a BONZ Pipe from RX7.com. They are cheap... will do pretty much what you want and give you a little more SOUND (Not Noise, like other systems). You can keep your cats and put them back yearly or bi-yearly to pass emissions testing.
Anything less than a header, presilencers and 2 mufflers will be too loud for the street. I tried to do a single muffler and it sounded like a race car. 2 mufflers are just right, It gets loud above 4,000 RPM
