The excess air coming out of the ACV is useless right? So why not remove the relief silencer(16) and the air chamber(17). Is it a noise issue if so how bad is it? Are either of these devices necessary parts for proper engine operation? What does the air chamber do? I know the relief silencer muffles the noise of the purged air.

it's for noise.
