Hey, you said its a new starter, so is one of the cables on that loose? I replaced a started once and didn't get one of the lock nuts on tight and it would intermitantly work. Guess its a place to look

GROUND!

Theres only two things it can be.

Bad ground

Bad starter solenoid.

If the starter is new, then that leaves ground.

It'll either be the ground on the battery(doubtful), or the ground on the starter(more likely), or one of the few grounds to the frame from(or to) the starter.

If none of this works, or you have this problem every once in a while, have your starter tested, the solenoid is bad.
