I'm looking at either the 185/60/13 or 205/60/13 for my regular summer use which is purely street/highway driving (no racing). My main concern is how will the tire perfom below optimum temps? Obviously I won't be getting them that warm with regular driving. If it's 50 degrees (F) and raining, am I gonna have problems?
These wouldn't be my first choice of tire for dedicated street use, but I'm not finding many alternatives for the stock SA rims (Yokohama Avid T4's look ok, the Sumitomo's are not an option).

Using them for street use you will wear them out quickly. They are really intended for track purpose and you will never get them to operating temperature and this will cause premature tire wear.
What is 'premature' in this case? I don't mind not getting 20,000 miles out of a tire, but a few thousand might be a little shy.
And, yes, it does rain here (not a lot, but it happens)- how will the performance of an R-compound tire that isn't up to temp compare with a regular street tire?

we have run those tires for years on the race car, when you get em up to temp, they last quite a while (3 hour enduro + 3 15 minute sessions, they will go longer, but they start too loose grip)
maybe the kumho 710 is better for the street? they dont last on the track, we were putting huge blisters in em, they go maybe 2.5 hours.... but it would be better, if the temps were lower
