My steering wheel is able to be pulled forward, toward the driver, about 30mm, does this mean it has collapsed and if so can it be repaired in situ.




i know of a car that does this so id like to know this also

Did you have to remove the column to replace it??

YES. Remove the steering column. It's pretty easy as I remember.
