Finally got around to messing with the lights today. It was a ground. Smog Fighter, your the man. Actually it wasn't a broken ground, but just was not getting a good enough ground. 20 year old wiring definately leads to corrosion in the wiring. Put 2 new ground wires in and "let there be light".
