Flooded engine.

Hi, I have an 1985 RX7 GLS-SE with the following problems. The engine is flooding; I have taken out the spark plugs but it won't start. Also when I try to start the engine sometimes the starter do not do anything or I can hear it working but the engine is not turning. Any help will be appreciated.Thanks.

change , spark plugs, wires cap and rotor ... a good tune up is always good
