first is exhaust, headers are good, stock manifold is ok if you dont want to spend the money.

other than that biggie, there are a bunch of little things. make sure the air cleaner gets air from outside the engine bay, preferably the nose of the car.

timing is/can help depending, you should find peak power around 24 BTDC L set over 4000rpms. but every engine is a little different. most end up in the 20-24 range

some kind of CDI ignition helps.

if you look at the carburator closely you can see where it can be improved upon, although if you've never done a carb before you might start with a spare. or you can swap to something else.

with a strong healthy new housings engine here is what you can expect; stock manifold 2.5" exhaust 110-115 rwhp header adds 10.

With a stock 12a, naturally aspirated, I'd recommend a sterling modified nikki. You ca find all the info you need on www.sterlingmetalworks.com. If you haven't done so yet, remove the rats nest. REPLACE YOUR FUEL FILTER. Use a high quality oil filter like a mazda unit. I wouldn't recommend fram filters. Maybe someone else can chime in about wix filters. Also, don't skimp on spark plugs.

no reason to pull off the "rats nest" it doesnt make it any faster.

and yes, remember fram makes garbage not filters. mazda oem filters are like $7, so its not more money

True, it doesn't maka a power increase. I'm a fan of the rats nest removal because it removes a lot of possible problem points. Also, it really simplifies everything in the engine bay.

It is recommended to leave it there if you have to be concerned about emissions. I understand the benefit of the nest removal is if you remove the air pump and cats as well. If you were to simply disconnect the pump, but leave the cats, they will go bad quickly and are ALOT of money to replace!

I PERSONALLY would start with this improvement list: - Although you asked for "cheap" remember you get what you pay for!!

1. BEFORE ANYTHING - A simple tune-up will work wonders!!!

2. Upgraded carb - Holley, 48 IDA Weber, Dellorto, Nikki.

3. More power will consume more fuel, so upgrade the fuel pump and fuel pressure regulator
