Advice On An '80 For Sale

I've been cruising this site and the RX-7 forum, learning as much as I can about the RX-7 and it's engine. I like this site better because it seems to have more serious gearheads and less overall traffic.
A friend is selling an '80 for his girlfriend. It hasn't been licensed in a couple years. He says when it starts it smokes a lot and runs for 20 minutes then quits. He started it for me, had to pour gas down the (new) carb. It smoked some blue smoke at first, then seemed to be white. But the radiator was full, and he said it's not been using coolant.
After doing some reading on this site and the Atkins site, it sounds like the smoking might be coming from the oil rings gone bad, which I guess means rebuild time.
The body is in ok shape, with some dings and dents, no rust under the car. Needs a paint job. Interior is all there, but worn.
He wants $400 for it.
What do you think????

A decent SA for $400 is a good deal.They are getting harder to find these days.I wouldn't mind getting one and do a full resto to it and keep it in collector car status.It would be a fun toy to stash away.

Thanks for the input.
The car apparently spent most of it's life in Montana, and recently in Cheyenne WY, so it hasn't been exposed to salty roads. I plulled the carpet, and looked under the wheelwells, and under the body and it's in great shape.
It sounds like it would be fun to put a 13b in it with some headers...
It will need some dents popped out and a paint job, and the interior fixed up.
