Help Me Understand My Boost Pattern/problem

Turbo II motor with a T66 TO4E .60 housing with a .96 a/r exhaust side with a p-trim wheel. 35mm tail wastegate with a 5psi spring. Put some shims in the waste gate to limit the spring movement 20% and insrease the srping pressure rate. Useing a 83 dizzy, full advance comes in at 4000rpm's. Useing a O-scoop to datalog my boost and a/f numbers. analog. In 3rd gear my boost will go to 22-23 psi with in one secound after it goes in gear but by the end of the 3rd the boost will fall to 20-21psi. In 4th gear the boost will go to 23-24 psi and by 7000rpm's the boost will fall to 20-21psi. In both gears it is a steady fall. It does not appear to be boost spike. My high boost numbers last for over a secound in each gear. My O-scoop sceen shows 3 secounds of information and you can clearly see the drop in boost pressure. First and secound gear happen to fast for the boost to drop. First gear-19psi and secound gear-20psi. The a/f readings go up by the end of each gear. Useing a 1 volt O2. The start of a gear the a/f is .90 and it will climb to .91volts by the end of 3rd and 4th gear. My egt is in the 1500f range, middle of 4th gear. Not sure what rpm each gear starts at but could I be running to rich in the higher rpm range? Am I being to concerned about 2-3 psi of boost? Is'nt that 20-30hp. Currently runnning in the 126-128mph range and want the 130mph time. Thanks in advance
