Best for what? I hate it when people post questions like this, if you give us some stipulations to go by then we can help you out or give an opinion. All of the kits above are good and would be excellent given different applications (with the exception of the HKS TO4S which does not exist). Personally I have the HKS TO4E kit and I like it for what it is, a fast spooling street turbo with good power for my taste.. and cheap to rebuild/upgrade in the states.

3rd gen. hmm street car on week days and drag on week ends. Less lag is better. though im planning on having 1 or 2 bov's if that makes a diff in picking. i got about 3-4k i can spare for the turbo

Let me clarify so you understand, HKS does not make a turbo kit for the FD using a TO4S.. the other HKS turbos he lists are available.

Well if you want a good drag car will minimal lag then GT35/40 is the way to go.. but you have to understand that dumping 4k on the turbo kit isn't all there is to it.. and you will not need 2 bov's unless you use something puny and useless like a Greddy type-s or HKS SSBOV. Use will also need:

clutch: $500 easily

1600 fuel injectors: $300

fuel rail: $200

SX regulator: $180

bigger SS fuel lines/filter: $400

strong fuel pump: $300 at least

engine management (Power FC, Motec, Haltech): $1200-2000

intercooler setup: $1000-1600

And then you will be breaking stuff very easily with that much power (PPF, diff, tranny.. who knows). Anyone who goes online and looks at a turbo kit thinking that the initial investment in the kit is all that is needed has much to learn.. and I know everyone here can corroborate this. I am not trying to dash your hopes, I just want to make sure you know what you are getting into.
