Without the air pump can you still pass emissions?

i am new to turbos, so here is the million dollar question of stupidity....... *drums* ........ the exast goes through the turboa nd spools it then exits though the back of it. What is that pipe ont he bottom for? letting off extra exast pressure??

Actually yes. It all depends on tuning. Seen a bridgeport motor pass emission with a Cat
