re-route the rain gutters into the basement

 

dig up the septic tanks and put i in the garage, then route it using 3" stainless steel piping into the neighbours hottub, back through the neighbours pool in through the neighbour's neighbours hot tub and pool and run the entire plumbing of their house to the septic tank instead of the fresh water supply of the city. After which the fresh water supply of the neighbours house will now be completely supplied by the dog water bowl situated in the neighbour neighbour's house.
